UAE E-Invoicing Mandate: The 2026-2027 Timeline

UAE e-invoicing becomes mandatory on 1 January 2027 for businesses with revenue of AED 50 million or more, and on 1 July 2027 for everyone below that. Government entities go live on 1 October 2027. A voluntary pilot opens on 1 July 2026. Invoices are exchanged as structured data through an Accredited Service Provider (ASP) on the Peppol network, using the PINT AE specification. A PDF is not an e-invoice.
Your deadline depends on revenue
Revenue of AED 50 million or more: appoint an ASP by 30 October 2026, go live 1 January 2027. Revenue below AED 50 million: appoint an ASP by 31 March 2027, go live 1 July 2027. Most UAE businesses sit in the second group. Non-compliance carries an administrative penalty of AED 5,000 per month.
What this guide covers:
- The two mandatory phases, split at AED 50 million revenue
- The four dates: pilot 1 July 2026, go-live 1 January 2027, 1 July 2027, 1 October 2027
- How invoices route through an Accredited Service Provider on Peppol
- What PINT AE requires from your billing system
- The cost of getting it wrong: AED 5,000 per month
What Counts as an E-Invoice
The definition
An e-invoice is a structured data file exchanged system to system. Emailing a PDF is not e-invoicing. Under the UAE model the invoice is issued in the PINT AE format and passed to an Accredited Service Provider, which delivers it to the buyer over Peppol. Your system never connects to FTA servers directly. Structured e-invoicing carries:
Structured data format
Machine-readable, not just human-readable
PINT AE validation
Checked against the PINT AE rules by your ASP before delivery
Audit trail
Complete history of creation, modification, and transmission
ASP connection
Your billing system connects to an Accredited Service Provider on Peppol, not to FTA servers
Traditional vs. E-Invoicing Comparison
| Feature | Traditional Invoicing | E-Invoicing |
|---|---|---|
| Format | PDF, Word, Excel, Paper | Structured data file in the PINT AE format |
| Validation | Manual review | Checked against PINT AE rules by the ASP before delivery |
| Delivery | Email attachment, post, hand-delivered | Sent to the buyer over Peppol by your ASP |
| Modifications | Can be edited after issue | Immutable - changes require credit/debit notes |
| Audit Trail | Limited or none | Complete history tracked automatically |
| VAT Compliance | Manual calculation | VAT fields are part of the PINT AE structure, not free text |
Who Must Comply
Every sector is in scope. Industry does not change your deadline; revenue does. What industry changes is the work: which systems have to feed the ASP, and how much of your invoicing runs outside your accounting software today.
| Industry | Business Types | Primary Challenges | Critical Integration Points |
|---|---|---|---|
| Food & Beverage | Restaurants, cafes, cloud kitchens, catering | High transaction volume, multiple payment channels | POS systems, Talabat, Deliveroo, payment gateways |
| Retail | Stores, e-commerce, supermarkets | Multi-location management, inventory sync | POS, e-commerce platforms, inventory systems |
| Healthcare | Clinics, hospitals, pharmacies, labs | Insurance claims, service categorization | Patient management, insurance portals, pharmacy systems |
| Professional Services | Consulting, accounting, legal, IT | Project-based billing, time tracking | Time tracking software, project management tools |
| Trading | Import/export, wholesalers, manufacturers | Bulk invoicing, multi-currency, customs | ERP systems, customs platforms, inventory management |
| Construction | Contractors, fit-out, MEP | Progress billing, retention management | Project management software, procurement systems |
Scope
Size changes the date, not the obligation. At AED 50 million revenue or above you go live 1 January 2027. Below it, 1 July 2027. Government entities, 1 October 2027. In every case the invoice must be issued in the PINT AE format and routed through an Accredited Service Provider.
Get your invoicing ready
Ratio reviews your invoicing system, selects and onboards an Accredited Service Provider, and tests your output against PINT AE before your go-live date. If you are below AED 50 million, that date is 1 July 2027 and your ASP must be appointed by 31 March 2027. The voluntary pilot from 1 July 2026 is the low-risk way to find the gaps early.
- Readiness assessment against PINT AE
- System integration and configuration
- ASP onboarding and validation testing
- Staff training and change management
